Is the hair growth stuff you buy from CVS safe to use????

well, one time i was trying to cut off my hilights and i ended up cutting it too short, so know a pieces of hair sticks up at the top of my head and i look like a rooster. my hair grew a little bit, but it stopped growing. HELP!!!!
